One simple thing is you need one valid Google Account.
In your Browser type www.blogger.com and login to your account.
Click on New Blog Button.
After that it will display following options.
Blog Title : Select best title for your blog. (Title can be changed Later on).
Blog Address : It's very important for your blog. give a address that suits bets for your blog.
(You will have to find alternate blog address if entered address is already taken).
Blog Template : Select template that suits best for your blog and as per your requirement. Template can be changed or custom template can be uploaded if required.
